Deleted photo while iCloud sync was off

I permanently deleted some photos and videos from my iPad to save some storage when I turned off the iCloud photo sync, but I decide to remain iCloud sync on for my iPhone as I still have some storage left. I also checked on iCloud.com where all of my photos and videos are still there. In future if I were to turned the iCloud photo sync on for my iPad will the permanently deleted photos and videos in the device recovered?
