Unable to "Upgrade to Wi-Fi Calling" on MacBook

Confirmed that Wi-Fi Calling is available from my carrier. AT&T.
Went to FacTime Settings / General. Pressed Upgrade to Wi-Fi Calling.
Nothing happens.

Getting continual messages on MacBook "Cannot Activate Wi-Fi Calling"

My MacBook Air connects to Wi-Fi but takes forever to connect to the internet and then is very very slow. Will it help if I change my provider? So-Fi issues Wi-fi connection issues. My MacBook Pro was connected to my internet earlier and updated and after it restarted it will no longer connect to my network. Other devices are still working just not my MacBook
