Twice I’ve rented Amelie from Apple TV in Canada and both times subtitles were in French. It says it is available to rent again so does this mean subtitles are now available in English? Very misleading and expensive.

It seems the Store has two separate editions of this title in Canada, one for the English speaking population, and one for the French speaking population. Get the intended edition, by choosing from the How to Watch section of the movie description. That should list all available options.
