My original @icloud.com email address is with my maiden name. Is there a way to create a new @icloud.com email address and set it up so that all emails from the original account is forwarded to the new one?

No, iCloud accounts are separate and can never be merged.
You can however add a new alias to your existing iCloud account with the name you now wish to use and it will make all emails sent to that address appear in your regular iCloud inbox.

Yes, and yes.
The alias for all intents and purposes is a new email address. It will have the @icloud.com ending and you can give it out to people to use like a regular email address. Its just on your side, it will be part of your original iCloud account.
Does the alias end in @icloud.com? And would I be able to use it as I would use the original email address?
