My I 10 will not reset my photo id - look into screen and rotate face - but does not allow photos
My I 10 will not reset my photo ID - allows me onto picture screen but stays there and does not take photos of face as i rotate

Usually that is a hardware problem. Follow this guidance from Apple→If Face ID is disabled on your iPhone or iPad Pro - Apple Support, including contacting Apple Support if none of the troubleshooting steps work.
