Basically I was getting in my friends boat and dropped my phone in the water it took me roughly 45seconds to a minute to find it and I couldn’t do anything but put my phone in the tackle box while we fished for abt 2 and a half hours and when I get home and put my phone in rice it’s still not working what do I do

Too late now, but unfortunately putting the phone in rice was probably the worst thing that you can do. Old wives tale that may never die.
Tiny rice particles get into the ports and openings in the phone and expand, clogging everything up and preventing the inside electronics from drying out.
Stand the phone on end against a wall or something similar so water can drain out the ports at the bottom of the phone.
Let the phone dry for at least 2 days.
Power up the phone and see if it works. If the phone still does not work, it will need to be replaced, since Apple will not repair a water damaged phone.
