Currently my phone is updated to IOS 17.5.1 version. But the sad thing is that due to the mobile update my phone is not receiving any outgoing or incoming calls. But the internet or 4G is on.

Report the issue to your mobile data provider.
What did your carrier say when you contacted them for help?
Mine is doing the same thing. That is my current update as well. I can't say mine has been doing it since the update, but has been like this for the last 4-5 days.
