My macbook is renaming folders

I bought this macbook in december last year. Since then it has been renaming folders e.g. "work" becomes "work 2" and all the contents are moved there. It then gives this message The folder “work” can’t be opened because you don’t have permission to see its contents.

Afte rthat I have to wait hours for icloud to download contents before I can access some files

MacBook Pro 13″, macOS 10.15

Never heard this issue before...

remove the folders from iCloud — work locally only and compare your results(?)

if you can try signing out of AppleID and back in again
