Make pdf shortcut

I’ve added the Make PDF shortcut to two people’s iPads. The idea is to select multiple photos in the Photos app and choose ‘Make PDF’. It works perfectly on one iPad but, on the other, the images don’t appear in the PDF. Instead, you get the blue squares with question marks instead of images. Both iPads are on iOS 17. They’re both iPad Air 5th generation. Any thoughts?

Preview on iPad not saving edited PDF changes across devices After the recent OS upgrade, Preview became available on iPads and iPhone. While I can edit PDF with Preview on iPhone and save the file (by pressing "<"), then the edited version of the file is available e.g. on iPad or iMac. But when I do the same with PDF in Preview on iPad Pro, save the file, but I do not see the changes when I open the file again on iPhone, iMac or even the same iPad. Why do cropped pdfs falsely display in iOS16.6 on my iPhone13ProMax? The indicated pdfs being displayed in iOS 16.6 Apple Books on my iPhone 13ProMax are being wrongly displayed. If I break up a pdf into pages for one final one pdf, why does Apple Books display as the original long "Save As PDF" from Safari? The original save as pdf is a long galley-like pdf. I run this long save as pdf through PDFCutter. app which can make a multi-page pdf from the original one galley. MacOS13.5.1 displays the multipage final pdf w correct dimensions. Why can't iOS on my iPhone13ProMax? My 11" iPad Pro displays correctly, but not the iPhone.
