I haven't been able to identify who added an old Apple Watch Series 3 with their Apple ID....it was bought a long time ago and never used. but when I try to pair it I get a message that it is already paired to an apple id masked (a*****@icloud.com)

If you have the original receipt and the purchase was from Apple or an Authorized Apple Reseller then you can request Apple remove the activation lock. Otherwise, there literally is nothing you can do. It will not erase and Apple will not assist without proper documentation.
