Transfer app to another account

I have expired all builds on testflight, But still when i try to transfer app it shows message to delete all the builds

Unable to Update Apps Installed with Another Apple ID Apple made a really stupid change in iOS 26. Now it’s impossible to update an app that was installed under a different Apple ID. Yes, technically you can sign out of your current account and sign in to the other one to update the app — but that’s extremely inconvenient. Previously, you only had to enter the password once (until the next reboot), which was much more practical. Is there any other way to fix that?

do i have to pay again to transfer an app? I have a paid app on my ipad which I want to transfer to my new ipad. Do I need to pay for it again ?
