App Store icon appears, then, immediately disappears

When(in Screen Time) I ‘allow’ installing apps, deleting apps, and, in-purchases, and exit to my Home Screen, the App Store icon appears, then, immediately disappears, or, the App Store icon appears, I try to open the app, and it crashes. I’ve reset my Home Screen. I’ve done a forced reset. Any suggestions as to what the issue is? I have a 10th generation IPad, with IOS 17.5.1 installed.

Also, I am able to reinstall any offloaded apps.

I regularly “Don’t Allow” Installing Apps but every week and a half or so I have to go in and “Allow” so I can download the updated Apps. This week when I set to Allow, I cannot find the App Store. It appeared for half a second but then disappeared. I use the search function and it does not come up.

It’s gone!
