not able to upgrade & use apps

my iMac 21.5-inch late 2013 - macOS high Mojave 10.14.4. I can not download apps in App Store. I required 10.15 version to download apps in App Store . can I upgrade to 10.15 ? or can I upgrade to macOS Catalina ?
