How do I fix Screen Time Not Available Error on my child's iPhone?

I am getting a message for my child's phone that screen time has not been available for 7 days. The device is connected to the internet and is signed into iCloud with his apple id. We have turned off both my phone and his phone. I have signed out of iCloud and signed back in. I have disabled screen time and turned it back on. All to no avail. The screen time is reporting accurately with restrictions on his phone but not on mine.

I read on one of the replies that if your kid changed their name at all ex. Adding an emoji it wouldn’t work

After trying everything on this thread already, I read that and remembered getting a notification a bit ago about a change but didn’t notice any change. So I went into my sons profile and there was an option to revert to his old photo (looked exactly the same btw) and as soon as I hit revert and went into screen time, EVERYTHING WORKED IMMEDIATELY
