Apple Wallet/Pay not allowing me to transfer money to my debit card without WiFi

Normally you would go to the wallet app, select transfer to bank, pick the amount, then the card you want. The last step is clicking next and whenever I do, the apple cash menu would normally pop up and confirm the transaction. Mine however, pops up for less than a second then goes away as if I cancelled it. It ONLY does this when I’m not using WiFi. I don’t understand how my old iPhone 11 Pro Max can function this but a 14 Pro Max can’t. I’ve already checked my settings and cellular data is activated for my wallet, it still will not work without WiFi.
