How to fix greyed out "Fraudulent Website Warning" in iPhone 11 Safari settings?

iPhone 11 IOS 17.5.1 in Safari Settings - "Fraudulent Website Warning" is greyed out and toggle is light green. Can't enable or disable. Have not had any alerts and phone running well. I've turned off/on and checked many other settings that could be the issue but all looks fine. I called Apple and they've screen shared and nil answer here either. Would anyone kindly have any ideas please? Thank you.

Is your iPhone managed by a company or educational institute? Then it could be that the system administrator is prohibiting you from changing these settings

You can go to settings>general>VPN and management to see if there is any management programme installed on your iPhone
