Downloads, Saves all going to NOTES?

When I save to PDF or PDF from Print or Download a page it is going to Notes. Not only don't I want it in notes, but cannot even see the entire document in notes, it only shows the first page. How do I stop downloads going to Notes and How do I get them to go back to going to my iCloud Desktop, which they always done before...or at least asked me where I want them.

Why do I have to download infrequently used files? When the internet drops out, I want to refer to my notes file. When I open that folder, I see the file has a cloud and download icon, meaning I have to download it. But, the Internet is down so that is useless. Is there some preference that I am missing so I can have such files locally?

notes won't delete in pdf I can not get a note to delete in a pdf. Any suggestions? I see other post but no answers that work
