Why do I have to download infrequently used files?

When the internet drops out, I want to refer to my notes file. When I open that folder, I see the file has a cloud and download icon, meaning I have to download it. But, the Internet is down so that is useless. Is there some preference that I am missing so I can have such files locally?

Go to Setting in the Notes app and make sure you have the Enable the On My Mac account option turned on. This will give you On My Mac in the sidebar of Notes where you can save them without needing any internet access. You can also drag a note from an iCloud folder to an On My Mac folder for offline use. Notes saved in an On My Mac folder are not synced to other devices like they are when using iCloud.
