On my 16" MacBook Pro with M1 Max, Smooth Slo-mo in Final Cut Pro 10.8 refuses to render. Everything else in the timeline renders, and Smooth Slo-mo says it's analyzing, gets done with the analyzing, but never actually renders. The speed is set to 25% in a 25 FPS 3840x2160 timeline. The footage is H.264 .MOV footage shot on the Panasonic G9. This must be a bug?

Figured it out! Turns out you manually have to click Modify -> Render All. So Background Rendering doesn't work for Smooth Slo-mo it seems, which is stupid.

You should not have to render it at all in the timeline. I've been using it a lot on an M1 Max MBP and works just fine for me.
Turn off background rendering (in Settings).
Clear all render files (Select the Library, in the File menu).
Delete preferences (hold opt+cmd while launching FCP).
I suggest you submit it as a bug report to Apple, set "Feedback Type" to "Bug Report" in this form and don't forget to include your system specs: Feedback - Final Cut Pro - Apple
What are your system specs? You can go to Modify -> Render All to force it to render.
Yes same for me, I let it sit overnight and when I got to share/export the clip I get this message
I tried Modify -> Render All and it does some rendering but I get the same error trying to export I posted above
