Apple Business ID cant download apps. Appstore "Get" button is dimmed out and doesn't press.

I recently created an Apple Business account for my company. I created IDs for my employees with their emails and they have logged in successfully. The problem is that we can't download any apps from the AppStore, even with my primary account. All the apps in the AppStore have the "Get" button dimmed. It appears to be disabled.


I already configured a payment method, the IDs don't have any restrictions in the Apple Business Manager and everything from the managers perspective seems to be OK.


Does anyone know how to fix this?

There are many. Jamf Pro, Jamf Now, Mosyle, and Kandji are all popular options that allow you to manually enroll a device.
