My iPhone pics back up to iCloud storage just fine but they don’t back up to my HP PC. So when I search my PC folders under this PC/Pictures - the folder reads this folder is empty. Making it impossible for me to attach pics or connect to a digital photo frame. Someone said to sync with Google Photos but that app does not show up anywhere on my iPhone 15.

You have to import the pictures to your pc in order to be able to attach it, Transfer photos and videos from your iPhone or iPad to your Mac or PC - Apple Support
google photos is an app you download from the app store if it is available in your region.
