Cannot choose to restart pc mac as asks me to quit settings which appears to be stuck and do not know what I will loose if I do that.

There are no real other options -- one way or another you will have to force that process to quit. If you are very concerned, make sure you have a good backup. You can run Time Machine or other backup software even while System Settings is hung. Then Force Quit System Settings and restart.
