My 13 year old iPhone can’t switch to 4G?
My dad’s 13 year old iPhone 4S (currently on iOS 9.3.6 which is outdated) is permanently not switching to 4G networks in my Singapore carrier which is stuck on 3G using my current 5G SIM.

As Mr. Timmons says, that phone doesn't have the hardware to connect to 4G (or 5G) cellular service. Your plan may allow you to use your carrier's 5G service, but if all your phone can do is 3G, it is your carrier's 3G coverage that is relevant.
There's not going to be any 3G service in Singapore by this time next month. So it's time to retire that old iPhone 4S, or to repurpose it as an iPod touch (for playing music, and whatever games you've already installed on it).

"All of Singapore's mobile operators, including Singtel, are targeting to close 3G mobile services from 31 July 2024. If you are using a 3G-only, 4G non-VoLTE or other older, incompatible phone or 3G SIM, you will need to upgrade your phone or SIM to continue to enjoy connectivity."
Summary: Singapore has already forced retailers to stop selling 3G phones (as of February 1, 2024) – and is planning to shut down all 3G service by the end of July 2024.
