Why would my “show recently deleted” option be showing up if there are no deleted texts?

It's just an empty folder. It's not telling you that you have recently deleted texts. I agree that it's different from the usual user interface but, given how much the usual "no folder unless there are deleted items" confuses people, it may not be such a bad thing.

Yes, if you had a recently deleted message, it would show up there. This is very easy to test.

I am presuming you are referring to iCloud and Recovery.

If the deleted files are over 30 days old then they have been permanently deleted.

On the iPhone, the Recently Deleted have 30 days to be permanently deleted just like on iCloud.

If you mean in the Messages app, that seems to be the way it works. Unlike most other apps, the Recently Deleted is permanent in Messages.
