If you are unable to delete the app using the normal method provided here:

Then, you may have restrictions placed on your iPad that is preventing apps from being deleted. The location of this is Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
