How can I fix the "This Card is Already in Your Wallet" error on iPhone 13?

I'm trying to add a new credit card to Wallet on my iPhone 13 (iOS 17.5.1). I entered it once and it appeared in Wallet but I didn't yet have the security code yet so I removed the card. When I tried to re-add it with the security code the error message "This card is already in your wallet" keeps appearing. The card does not appear in Wallet. I tried removing all Wallet items from the through Apple ID and iCloud on my iPhone and re-adding it but the same message appears. I've also tried signing out and back into my Apple ID. I'm able to re-add all my other cards without issue.

Ask the bank that issued the card to remove any tokens associated with your card. Also ask them to check for any merchant tokens. All tokens associated with card need to be deleted. Apple cannot delete tokens.
