Stuck at this alert: "An internet connection is required to verify this startup disk"

Just migrated data from a 2011 iMac to a 2020 iMac. All seemed to go smoothly till restart - now I am stuck at this alert - "An internet connection is required to verify this startup disk". When newer Mac is connected to WiFi this message appears when it is trying to start up, and restarting attempts bring this alert up repeatedly. If connected to ethernet it automatically and repeatedly tries and fails to restart without the alert coming up.

Hello again. I have gone to recovery mode, clicked the reinstall macOS, the install progress page completed, but it is now showing a "Transferring Your Information" window with a blue line bouncing back and forth - and it hasn't changed for several hours. Any input? There is a cancel option, but not sure what to do.
