I have reached the limit of my iCloud storage but in Photos online I am unable to view anything at all

I have run into the 200GB limit for iCloud storage, so I want to delete some photos. Prior to doing that, I would like to download them to the hard drive on my Mac (a zip file or into a folder would be great). So on my Mac I log into iCloud.com. It shows a Photos balloon that has my recent photos in it, 26207 photos, 3970 Videos. When I click on this Photos balloon, it goes to iCloud photos but there are no photos displaying.  No matter what I click on on the left side (Library, Memories, Favorites, etc.), nothing is showing on the right.  At the top there is a yellow band saying “iCloud Photos has been disabled.You have 30 days remaining to make sure you have a complete copy of your photos and videos.Learn More “. Basically It’s telling me to do what I’m trying to do here. It seems like a bug with the icloud.com website not showing the photos. How can I download the iCloud photos to my Mac?  This is a Mac mini, late 2012 with macOS Catalina 10.15.7. Do I need a newer Mac / MacOS?
