My computer crashed and it had to be wipe clean. When it was restarted it had Catalina 10.15.7 as the operating system. I had Monterery 12. 5. My computer want let me upgrade to Monterery. What can I do?

If you never installed Apple's Pages from the Mac App Store, and cannot install macOS Ventura, then you will have no access to any version of Pages installable on your Mac. You may, however, use Pages for iCloud.
If you have installed Pages v5 or later since Oct. 2013, then you can get it for Catalina by launching the Mac App Store, signing in with the same Apple ID as previously, pressing cmd+0 (zero), and on that Purchase page, downloading Pages. There may be one or more dialogs (do not click Cancel) and the last one will offer to install Pages v11.1 for Catalina.
Microsoft now only supports their Microsft 365 or Office 2021 for Mac products on macOS Monterey, Ventura, and Sonoma. It may be possible to download Office 2019 for Mac to Catalina if you already have that specific license but there will be no Office updates as that suite has been retired by Microsoft. There is also SoftMaker's Office 2024 for Mac that is supported on Catalina and later. It is a paid (or subscription) Office clone with a free trial.
And then there is the free LibreOffice Suite (24.2.5) that supports Catalina or later. This is an older-style MS Office clone that may cause some learning curve and there is PDF documentation to help with that issue.

With the above information in-hand - follow this How to get old versions of macOS and verify what version this computer Qualifies to install.
Safari will open a redirect and open the Apple Store where the download can commence.
If Yes, suggest having at least 50 GB of Empty Space on the drive.
It will allow the Full Version ( about 12.xx GB ) to download, then expand and then commence to install.
If there is Third Party Security Software installed - remove it.
It will interfere with both the download and installation process.
