Water damage, is usually fatal and cannot be repaired. You can try to let the phone dry and most definitely do NOT try to charge it in its current condition. It should be powered off, if possible and left in a dry place to dry for a couple days. DO NOT put it in RICE. That can cause more damage. If after a couple of days, it doesn't power on, the phone is a total loss and will need to be replaced. Apple will never attempt to repair a water damaged iPhone.

However, AppleCare+ can help.

Turning on a wet machine can cause more damage and increase the cost of repair. ⚠️

Based on your situation, I recommend service.
