What does the "Express Cards Available" message mean on iPhone 13 red battery screen ?

I have an iPhone 13 and when the battery has completely died, I try to turn the phone on and I get the image of the red battery as normal, but there is also text at the bottom that says "Express Cards Available". Anyone know what this means?

About "Express Cards Available":
