Inactive Apple ID

I am having an issue regarding my VP's iPhone 11 64 GB Black. Recently, she received a notification on her device stating that her Apple ID was inactive. Despite submitting a support request to reactivate it, we were informed after a 24-hour wait that reactivation was not possible.

Consequently, the company procured a new phone for her, and we set up a new Apple ID to activate and use the replacement iPhone. However, she is currently unable to receive iMessages through her phone number on the new Apple ID because her number is still linked to the old inactive Apple ID.

To resolve this, the support team advised submitting proof of purchase to remove the old Apple ID from the system, which would also release her phone number. Unfortunately, as the phone was purchased over 2 years ago, we are unable to retrieve the proof of purchase for the device.

I have reached out to Apple support multiple times, but each interaction has resulted in different suggestions without resolving the issue.

Could you please provide guidance or assistance on how we can proceed to release her phone number from the old inactive Apple ID?

Nobody responding on this forum works for Apple, and from what others have said, Apple isn't very forthcoming with reasons for decisions. There's: Legal - iCloud - Apple

VII. B.

"Apple may at any time, under certain circumstances and without prior notice, immediately terminate or suspend all or a portion of your Account and/or access to the Service. Cause for such termination shall include"…

I have heard various things about re-using telephone numbers with new accounts. Sometimes the easiest way to find out for sure is to simply try. If it works then fine. If it does not then you know it does not.

The only two ways I have heard about removing the Activation Lock feature are the ones you mentioned. Apple is very strict about that since phone theft and the variety of stories by scammers trying to get Apple to unlock devices is common and many.

One is to be able to sign out using the account information for an active account. If you have asked Apple to reactivate it and they have said no, it is unlikely you can get them to change their minds unless you have new criteria.

The fallback is to always ensure you retain documentation for the original purchase of a device from Apple or an official Apple authorized retailer. It sounds like you unfortunately do not have that.

The phone number is actually managed by the phone company, if that is what you are worried about. Have them transfer it to different equipment.

Thanks for your prompt response Linmos. The phone number is transferred already to the new device but the new apple ID is not activating the iMessage with the phone number. we don't need the device but I want the phone number related to the old Inactive ID to be associated with the new apple ID.

I need to understand that on what basis the Apple ID becomes inactive as when I contact the apple support team, they were unable to answer that and upon submitting the request to activate the ID, we got a message that this ID cannot be activated. what could be the possible reason for this?
