My iphone 15pro is givng issue after new simcard is inserted. All outgoing calls and text messages are barred whereas the incoming calls and text messages are working absolutely fine. How to fix this issues?

Have you restarted the iPhone ie power off/on...
Restart your iPhone - Apple Support
Settings>General>Transfer or Reset iPhone>Reset>Reset Network Settings <—————————RESET
if in doubt Search "Reset Network Settings"
If you see SOS, No Service, or Searching on your iPhone or iPad - Apple Support
If you still have an issue contact your Service provider— if necessary they can reprovision the device
