My moms phone has duplicate apps on it, if I delete one it deletes both and when I redownload it it downloads the duplicate as well. How can I fix this issue? I am unable to update her phone as its has no more space because of the duplicate apps.

Force Restart the iPhone. It may take a couple of attempts to get the speed and key sequence correct and the last step of holding the side button could take up to 20 seconds until the Apple logo appears. Ignore anything else that shows up on the screen until that time.

Free up as much space as you can. Unexpected things happen when you run out of space. More than likely you will need to free up much more space than what showed from the duplicate apps. Go to Settings > General > iPhone Storage, and you will have a better picture of what else needs deleting.

Is this all apps are one app in particular you do not say...
if this is a sample of one I would contact the developer for known issues.
