Payment Requests from Apple not PSD2 compliant

It happens again and again that Visa rejects payment requests from Apple because they are not PSD2 compliant. Today this issue occurred when Apple tried to debit the amount for iCloud on my debit card. Nobody at the German end user support can explain why Apple still not manages to send PSD2 compliant requests to the card issuer although PSD2 has been in force for quite some time now. Is there any explanation from Apple?

I did ask Apple Customer Support. There answer on the phone was, that they simply do not know why Apple continues to send payment requests that are not PSD2 compliant. It's nothing new, as you can read here: Wann lernt Apple endlich, was PSD2 fordert - Apple Community


Apple Support further says, that because of their limited customer support in Germany they are unable to offer any help on payment issues that fail because of PSD2. So I posted this question here, hoping that someone in another EU/EEA country with the same problem may have received an explanation from Apple. Assuming that Apple offers better end customer support in other EU/EEA countries.

I did. Both the bank and Visa confirm that the request received from Apple was not PSD2 compliant. What Apple seems to do in such cases, is to send the payment request again, hoping to get the payment approved without strong authentication which can work but can cause further problems. So the question remains, why not send payment requests with strong authentication in the first place?
