Are these pictures that you transferred by cable from a computer? If so, then those pictures don't really belong to Photos, and they aren't stored in the Photos Library. The transfer by cable method is incompatible with iCloud, so those would be eliminated.
Do you still have those pictures on your computer or on a backup drive? If not, you can plug a drive into your phone and save the pictures to it.
