Menu Bar not covering top of the screen

Whenever I bring my mouse to the top of the screen, the Menu Bar shows. But can it cover the top part of the screen?

This is my Macbook ^^^

There is an on|off setting for that:

Change Dock & Menu Bar preferences on Mac - Apple Support

Automatically hide and show the menu bar
Select the checkbox to show the menu bar only when you move the pointer to the top of the screen. To always show the menu bar, deselect the checkbox.

﹥System Preferences﹥Dock & Menu Bar﹥…

Aside from that setting, it may also happen when app windows are set to full screen (green maximize button). Instead, try resizing manually. Many apps remember the last size setting, as a new default for your convenience.
