iCloud Total Storage Space Does Not Change After Deleting Most of My Photos

Hi,


I previously had around 13,000+ Images and videos stored in my iCloud. All of that took up about 150 Gb of space on my iCloud Storage plan.


I backed up my entire iCloud library onto an external hard drive. Then I deleted about 10,000 of those images and videos.


For some reason, my iCloud Photos are still taking up 150 Gb of space for my iCloud storage plan. I've tried restarting my phone and even my computer. Does anyone have another solution for this issue? I'm not sure what else to do.


EDIT: I also went and checked my "recently deleted" album on iCloud, and deleted everything out of there as well. Still no change.

If Photos Remain in iCloud:

I. Confirm the Upload

Go Here: https://iCloud.com/photos/ and see if they indeed exist in iCloud.


II. New iCloud Login Sessions:

Log out of iCloud on all of your Apple Devices, and then log back in one-device-at-a-time. Perhaps it all needs to resync?


III. See About Getting a Copy if iCloud Contents:

You'd...

A. Download All of iCloud Drive:

Download all of iCloud, and then search through the iCloud download using a the Search Bar on the top-right corner of a new Finder window. Use my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

and...

B. Download the Rest of iCloud:

Refer tote Apple Support Link: Archive or Make Copies of the Information you Store in iCloud - Apple Support

Download Through a Computer:

I'm saying to download all of iCloud Drive to an external hard drive through use of your computer --they may be in a folder somewhere on iCloud Drive. As for the entire Photos Library --download them, and then delete Photos and videos from it. Log in here, using a computer, as it would be more user-friendly doing so: https://iCloud.com/photos/

If you sync your device to iCloud and delete items on your phone, they also delete from iCloud. If you permanently delete from iCloud, they also are permanently deleted from your phone (and vice versa). You may not have enough free space on your device or in iCloud for sync to start up again. You'll want to delete from both places until you free enough room. Or, you can upgrade your iCloud storage (even. if just for a month) to get files organized and in order.

I'm confused, did I delete all of those photos and videos off of my phone and not off of iCloud?


Also is it possible to just download all of my photos to an external drive directly from my iPhone? (they are not on my computer) ((the last time I backed up my photos was September, and my iCloud stopped syncing after that))
