Apps Under Cellular Data

I installed TextNow on my phone and it is not showing up under he Cellular Data list of Apps on my iphone 8 for me to enable cellular data usage for the particular app. What should I do to recitify this?

iPhone 8, iOS 16

Open the app. It won’t show up until it is open and tries to use data.
