I have a long safari history on this iPad and I believe thats why it wont load, the bar just spins for hours. Is there some other way to remove all the cache data if this wont work?

While the Safari Advanced settings page allows you to selectively clear cached website data, you can clear all cached website data from settings:
Settings > Safari > Clear History & Website Data

Have you tried a different browser other than Safari. Firefox, Brave, Opera are just a few
Website data under advanced settings, wont load any data
