May be a bug in the macOS update. So,...
A. First, Report this to Apple:
Do your Part: Provide Apple with feedback on this, letting them know about this issue. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of this, if you don't report it to them.
- Go Here: Feedback - macOS - Apple
- Select: "Bug Report" for the "Feedback Type"
- Comment: that this all started after installing an update, and how you have troubleshot it thus far. Include the URL to this thread.
- Proceed from there as necessary

B. Reinstall the macOS:
So, one option would be to reinstall the macOS to fix any bugs in this app. Nothing would be lost. It's just that misplaced items would be placed back to where they should be and corrupt system files would be replaced by clean files. Go Here: Reinstall macOS - Apple Support. Boot into Recovery Mode (Intel or Silicon). Important: Prior to installing an update or performing a reinstallation, to prevent data loss, be sure to Back up your Mac with Time Machine.
