HELP Downloading photos from iCloud back onto the iPhone

Hi. I have been trying for weeks to download my iCloud Photos back onto my iPhone after I made a mistake by unsyncing my phone. I lost a lot of photos that are simply sitting in iCloud. I turned sync back on, but when I download the photos they go into the files app, where I cannot extract them. I know how to save them, but when the photos are taken into the files app is where I’m stuck. It doesn’t even seem like the files are compatible. The zip file was an experiment- the photos are not exporting as zip files. Screenshots are attached, please help. Googles been no help already.

Updates- it was opera that was making the files not compatible. Google seems to work better. But, it’s not downloading all the photos. That, and, none of them sync properly. I have 257 photos in a specific folder, and I managed to download the whole folder. Somehow, only half the photos actually downloaded. And I don’t know which ones. So far, each method I try is severely flawed. I can’t do it manually nor can Apple properly sync the photos from iCloud onto my phone (everything is enabled. I don’t know why it’s not working. It will sync my photos to the cloud, but not the other way around. I am so frustrated. I want to throw this phone against a wall)
