I'm getting charged monthly for Apple One AND iCloud with 2TB storage. Shouldn't the iCloud 2TB storage be included in the Apple One charge already?

If your iCloud Subscription is for more storage than what the Apple One bundle offers, your subscription will not be cancelled.
If its less, it should get cancelled when Apple One charges you the first time, and a prorated refund offered automatically.
If your iCloud subscription has more storage than the one from Apple One, and you don’t want to keep it, you will need to manually cancel it.

Do NOT manually cancel.
Doing so may cause data loss.
it might take a cycle or two for the billing dates to sync up, but you will automatically receive a credit for your iCloud. (You’ll not be paying twice in the end)
You should cancel it manually after gets the Apple one plan because the individual plans are separate from Apple one’s plans
