Why am I being charged for both 50GB and 200GB iCloud storage

A while ago I upgraded icloud storage from 50 GB to 200GB. For 50GB monthly charge was $0.99 and for 200GB it is $2.99 though I just noticed that every month I am still charged the $0.99 AND the $2.99.

Is that right?

You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix. If need be, screenshot your screen with the Apple Rep on the phone, so they can see this from YOUR perspective.
