Messages in iCloud won't turn on on iPhone or iPad

When I try to turn on Messages in iCloud on my iPhone or iPad, the "Use on this iPhone/iPad" toggle is greyed out and can't be turned on.

Messages and iCloud are not working on my iPhone after iOS 18.5 update My phone keeps switching between rcs and sms, iCloud is completely unusable I kept getting notification that cannot connect to my iCloud account, I can’t react to text, videos I send others and completely blurry. After sending messages it’ll turn blue then give me a red exclamation then turn green it’s like my phone is completely unusable help! Goi to your Apple ID>iCloud Drive and make sure Sync this iPad/iPhone is turned ion
