Shortcuts keep’s erroring and unable to find any information to fix it

I have 2 shortcuts to change my wallpapers every 30 min, one for my Lockscreen and the other for my Homescreen. When ever they run, 80% of the time, one of them errors out and gives this error:

The operation couldn't be completed. (com.apple.extensionKit.errorDomain error 2.)

Can't choose wallpaper from Photos: com.apple.extensionKit.errorDomain error 15 I get the error "Settings Error: The operation couldn’t be completed. com.apple.extensionKit.errorDomain error 15". This happens from "System Settings" > "Wallpaper" when clicking the button for selecting an album. It happens repeatedly and won't let me add a wallpaper album from Photos.
