According to the screenshot that was provided, it appears that you are not connected to the internet as it shows that you are on LTE (Cellular Data). Here is an image showing it:

In order to connect to the internet, follow these steps:

1. Open the Settings App (the screenshot shows that you are already in the Settings app).
2. You will see a tab called "Wi-Fi". Tap on the Wi-Fi tab.
3. Once you enter the Wi-Fi settings, go ahead and ensure that you have Wi-Fi enabled (make sure that the switch is green).
4. Tap on the Wi-Fi network that you want to connect to. Enter the password for the chosen Wi-Fi network.

Update:

It seems like Apple made this version unavailable to install, go ahead and cancel the update and check for newer updates.

It's no longer possible to install that version. Click on Cancel Update, delete it in the Storage section of Settings if needed, and check for updates again.
