Mac Mail provides a "block mail" option that adds a "bug" to unwanted mail but does not actually block it. How can I prevent it from showing up in ANY of my mailboxes including Junk, other than trash? Better yet how can I actually block it from being downloaded at all?

Log into the Website of your email account.
Some and not all email servers off the ability to Block Senders at the server side of things.
If they do, add the specific email address of the sender.
This should Block the email at the Server Side and never actually become downloaded at all.
One way or another, the email accounts responsible for almost all of my junk mail originate with gmail. I checked GMail and as nearly as I can tell, "block" only routes messages to the spam folder. That's no better than what Apple Mail does. Frankly, I do not understand why "blocked" doesn't mean actually blocked.
Am I missing some GMail server setting?
