I can't find unlock options for Camera roll in settings for uploading photos

Every time I try to upload a picture, it tells me that I need to unlock access through my settings, and prompts me to go to the settings app. The only problem is that there are no clear settings whatsoever. When I go to Settings > Photos/Camera I do not see the options list that people are talking about to fix this. There is nothing there except an "App Clips" button for Camera, and absolutely no options at all for Photos. This has only started to happen to me since I updated my phone, and I have not seen an actual fix to this. I am unsure if this is due to a storage issue, but from my understanding, there's a specific notification you get when your storage is full. This notification I am getting that is blocking me from uploading anything SPECIFICALLY says I need to unlock my camera through my settings.
