2009 MacBook Pro is not charging
If the green light on the charger is not illuminated does it necessarily mean that the charger is not charging or not working - or could it be a problem with the computer? Or both?

I'm assuming the Magsafe LED is not lit at all?
Many times the charger's Magsafe connector does not properly mate with the Magsafe port on the laptop. This is especially true for the "L" type Magsafe connectors since any deformation in the side of the laptop's case around the Magsafe port can prevent the connector from seating properly. Sometimes Magsafe connectors tend to need a little movement to fully seat them....some times even just tilting them & letting them "snap" back into position a few times.
Unless you have another Magsafe power adapter of sufficient size/Wattage to support your exact model laptop (preferably a known good one, it can be larger than the original), then you won't know for sure whether the power adapter is faulty or the laptop has a hardware problem (most likely the DC-In Board or Logic Board.....possibly the Battery). To eliminate the Battery as the problem for no Magsafe LED, just remove the battery to see whether the power adapter now works to power the laptop.
